Case Study: Ichinoseki City
Web, LINE, the city hall entrance, and the phone. Three products, easyChat, easyTalk and easyPhone, answer residents at four points of contact in Ichinoseki.
In March 2024, Ichinoseki City opened EasyDialog's easyChat to its residents. It was the first municipality in Japan to use generative AI in a resident-facing service, and the deployment was featured in the June 2024 edition of J-LIS Monthly in its special report on AI in local government. "Ichinoseki AI", the widget on the city's official website, answers questions on administrative procedures and daily life in the city.
The city has since extended EasyDialog's products to one point of contact after another: easyChat on the city's official LINE account in March 2025, easyTalk (an AI service terminal) at the city hall entrance in May 2025, and easyPhone (AI phone answering) in March 2026. All three run on the same EasyDialog platform and share a knowledge base that covers roughly 7,000 pages of the city's website.
easyPhone went live on 16 March 2026 and answers on a dedicated number around the clock. It covers My Number cards, moving in and out and other resident registration changes, residence and family register certificates, seal registration, family register inquiries, and passports. When the AI cannot answer, it takes the caller's contact details and a staff member calls back.

Web & LINE
easyChat (Ichinoseki AI)
Residents reach the same "Ichinoseki AI" from the chat widget on the city's website and from the city's official LINE account. It answers questions on administrative procedures and daily life, grounded in the city's official website and related documents.

City hall
easyTalk (AI service terminal)
Live at the main entrance of Ichinoseki City Hall since May 2025. An AI avatar asks visitors what they came for, then guides them to the right procedure and the right counter. It scans ID documents, prints administrative forms, and supports multiple languages.

Phone
easyPhone (AI phone answering)
Callers dial the dedicated number (050-1792-9217) and ask their question as they would in an ordinary conversation. EasyDialog was the first to bring a municipal phone service in Japan built around RAG rather than registered FAQs into production. Call history and transcripts stay in the management dashboard and feed back into improving the answers.
